Local Agricultural Policy: Pennsylvania Agriculture Veteran Grant Program Applications Available
On January 31, 2026, the Pennsylvania Department of Agriculture (PDA) published in the Pennsylvania Bulletin a notice (56 Pa.B. 606) outlining the program and application requirements for the Pennsylvania Agriculture Veteran Grant Program, established under the Agricultural Business Development Center Act. According to the notice, PDA may award up to $200,000 each to eligible veteran organizations, which may use the funds to award “mini-grants” up to $15,000 to individual veteran farmers for one or more of several purposes:
- “Business planning to enhance the long-term economic viability of a farm.”
- “Feasibility studies.”
- “Food safety, including Hazard Analysis and Critical Control Points plans.”
- “Biosecurity planning.”
- “Cost-sharing implementation of natural resource conservation planning.”
- “Cost-sharing permitting fees.”
- “Marketing and promotion of agricultural commodities and value-added products.”

Food Policy: FDA Publishes Human Foods Program 2026 Priority Deliverables
On January 23, 2026, the U.S. Food and Drug Administration (FDA) published its Human Foods Program 2026 Priority Deliverables (PDF), which the agency has grouped into three focus areas: 1) “Food chemical safety,” 2) “Reducing chronic disease through better nutrition,” and 3) “Microbiological food safety.” Specific deliverables include proposing regulations requiring FDA submission of all notices for new substances claiming to be “Generally Recognized as Safe” (GRAS); research to “detect, quantify, and characterize microplastics” in food; and developing a federal definition for “ultra-processed foods” (UPF). Additionally, FDA plans to prepare options regarding the Front-of-Package Nutrition Labeling rule proposed last year, and develop programs, trainings, and initiatives to improve the safety of imported seafood, fresh and processed produce, and dairy and egg products. Nutrition Programs: Colorado Challenges USDA SNAP Recertification ‘Pilot Project’
On January 22, 2026, the U.S. Department of Agriculture (USDA) filed a response to the State of Colorado’s January 12 motion for preliminary injunction, which argued that the thirty-day timeline for complying with USDA’s Supplemental Nutrition Act Program (SNAP) “pilot project” is “impossible.” State of Colorado, The v. Trump et al, Docket No. 1:25-cv-03428 (D. Colo. Oct 29, 2025). According to the state’s amended complaint, “on December 18, USDA . . . ordered Colorado to comply with [its] . . . SNAP ‘pilot project’” which “require[d] Colorado and five Colorado counties to recertify eligibility for all SNAP households, without exception, within 30 days over the winter holidays, including conducting in-person interviews with more than 100,000 households . . . [with] no advance warning or time to prepare.” In response, USDA argues that Colorado is not entitled to preliminary injunctive relief because it failed to act, stating, “The State did not contact USDA when it received the letter. Instead, it waited 27 days and then filed a motion for preliminary injunction—seeking immediate relief because the 30-day period was ‘impossible’ to comply with and because any sanctions for noncompliance would pose ‘existential’ harm. Colorado’s compliance deadline has now passed.”
